CRS (California Relay Services) RFP
In August of 2001, the Deaf and Disabled Telecommunications Program (DDTP) issued a Request for Proposal (RFP) for the acquisition of outsourced Telecommunications Relay Service (TRS) serving Californians, known as the California Relay Service (CRS). It was the intent of the DDTP that the RFP be awarded in three (3) separate parts:
1. A single Network Services (NS) vendor would provide inbound 800 number service.
2. Up to four vendors would each provide relay Call Center Services (CCS) and at the vendor’s option, may also provide outbound long distance service with consumer billing.
3. A single vendor would provide Network Management Services (NMS).
In March of 2004, contracts were awarded to a Network Services vendor (Sprint), to three Call Center Services vendors (MCI, Nordia and Sprint) and to a Network Management Services vendor (Verizon). In late 2004 all vendors were providing the new CRS RFP services. The final version of the RFP (with all addenda included) is provided below for reference purposes.

Every private vendor (including committee members) of goods and services doing business with the State of California (individuals and organizations) must complete a Payee Data Record form. This tax withholding information is reportable to the I.R.S. each tax year. The State cannot make payments to a vendor until they have submitted this form.
